I attach at (28) a note in which I have endeavoured to deal with the many representations contained in the petition forwarded at (27). sorry to have delayed consideration of this petition for so long but there is the advantage that we have now approved substantial increases in cost of living allowances thus to some extent disarming the petitioners' main contention that their total emoluments are inadequate.

2. As indicated in paragraph 2(e)(iii) of the note opposite, we must, I think, consult the Governor on one point in the petition before we shall be able to advise His Majesty and I circulate this file now, merely for conson of the telegram which I have drafted in this connection. When this has issued, the file can be recirculated to C.S.D. for further conson of the remaining representations.
